As a result, on arriving there, they will find it difficult to understand what the instructors are saying. Besides, for lack of knowledge of the customs and way of life of the local people, they may run into trouble in dealing with various situations. Therefore, misunderstandings often arise. Furthermore, the cost of living is much higher than that in our country, so most students have to find part-tine jobs in order to help support themselves.

Faced with these difficulties, many students find themselves unable to pay full attention to their studies and some students may even fail in their courses and learn little.

自年以来，中国加入 wto后所承诺的所有条款都进入全面实施阶段，我国改革开放的力度变得更大，与世界经济发展更为同步和紧密。在经济全球化大背景下，各国之间高层次人才的交流活动日渐频繁，不同文化和价值观念进一步交汇和相互冲击，生源和师资的国际间流动不断加速，高等教育领域的国际竞争日趋激烈。教育国际化作为经济全球化的一个重要方面，在对我国高等教育产生巨大冲击的同时，也带来许多机遇。高等院校应顺应时代的潮流，不断提高大学自身生存发展的竞争力，积极采取措施，在扩大留学生招生规模的同时，大力加强留学生素质教育，全面提高留学生管理质量，不断推进高校国际化进程。

一、高校国际化下我国留学生教育面临的挑战

随着世界各国高等院校的改革与发展，高等院校国际合作与交流的步伐不断加快，高等院校已经意识到要在新世纪获得生存和发展，必须进一步加强国际合作与交流，本着“扩大规模、提高层次、保证质量、完善管理”的原则，科学整合教育资源，大力扩大海外招生规模。

1.各招收海外留学生的高校之间存在激烈竞争。虽然来华留学生的人数会逐年增加，但短期内增加幅度不会太大。由于开展外国留学生教育的高校也在逐年增加，这样一来，对各高校来说生员份额实际并没有增加。所以，各高校必须在管理上下功夫，必须全面提高教学水平、管理水平和服务水平，并加大对留学生教育的硬件设施的投入。郑州大学自开展留学生教育以来，投资兴建了一批留学生教育设施，但随着这几年留学生教育的发展、留学生人数的不断增加，使得我校的教育设施都到达了极限。为了更好地发展留学生教育，郑州大学的留学生教育管理部门及时向上级主管部门打报告，学校主管领导也意识到留学生教育面临的挑战，决心尽快对留学生教育环境以及教育设施等方面加大投入，以便使学校的留学生教育发展上水平、上台阶。

2.来华留学生教育事业发展迅速，学位生、高层次进修生数量增长较快，教学水平和教学质量日益提高，留学生教育正面临着从规模办学到质量办学的转变。特别是一些留学生教育起步较早的国内著名大学，已经在适度控制语言进修生的规模，有计划、有步骤地发展高层次留学生和学位生，并把留学生教学纳入到学校的总体教学规划和质量评估体系中，以提高学校的国际竞争力，争创国内一流、世界知名的大学。因此，留学生教育质量问题日益受到重视。与此相关，留学生的素质教育问题也日益凸现出来。在经济全球化、教育国际化、文化全球化的大背景下，留学生素质教育已不仅仅是一个语言素质、专业素质等知识能力方面的问题，更重要的是一个文化层面的问题。因此，从文化的层面来探讨留学生素质教育具有十分重要的意义。

3.在留学生教育发展初期，由于受客观条件（如人数）和主观条件（如认识）等方面的限制，我们一直把留学生作为一个特殊的群体来对待。没有真正把留学生教育纳入到我国高等教育体系中去，使其成为我国高等教育的一个有机组成部分，从而忽视了留学生的素质教育。这也是我们高等教育国际化过程中，留学生教育的一个瓶颈阶段。

二、高等教育国际化下留学生素质教育的内容

1.留学生素质教育应以人文素质教育为重点。在强调素质教育的今天，我们越来越感到，素质教育的重心已经移到了人文方面，也就是说，在基本知识和基本技能方面的差别相对缩小的基础上，人文素质在素质教育中所起的作用越来越大，在某种程度上可以说，素质教育主要体现在人文素质方面，素质教育有着人文化的趋势。从留学生教育的角度来看，留学生的素质主要是指身体素质、语言素质、专业素质、文化素质、心理素质、基本道德规范素质等。

目前，我国来华留学生教育主要还是集中在语言知识、技能、能力及专业知识方面，这样做有一定的道理，这是因为，留学生教育的目标也是培养具有一定专业知识和能力的人。但是，留学生的培养目标与本国学生的培养目标又存在着较大的不同，留学生教育服务于我国的主要方式不仅仅是培养我们所说的有用人才，更主要的是侧重于文化、教育等方面的国际交流。目前，随着留学生教育的发展，语言水平、知识水平和能力日益提高，达到了较高的水平，而人文素质的教育由于认识不足、措施不力，暴露出的问题比较多，如自我文化优越感、基本道德规范缺失、交际中的自我封闭、环境与文化认同中的焦虑感、留学生之间交往障碍等。这些问题带有一定的普遍性，而且已经影响到了留学生教育的进一步发展，因此，我们必须依靠人文素质的提高来解决这一问题。

2.坚持以人为本，确立留学生的在素质教育中的主体地位。由于留学生管理工作是一项比较复杂的工作。复杂性主要来自于留学生既是一个特殊的群体，但组成群体的个体之间的差异又很大。他们带着各自不同的文化观念、风俗习惯、学习目的组合到一起。在学校管理要求的一致性和学生要求的个别性之间常常会出现冲突。对待他们，不能简单地依靠法律法规、校纪校规说教或惩治来管理，遇到事情要晓之以理、动之以情，使之心服口服。当代社会普遍重视“以人为本”的理念，高校也应逐步确立留学生在教育过程中的主体地位，充分发挥学生的个性，平等沟通互动。不断探索留学生教育管理工作的新特点、研究新课题、摸索新规律、解决新问题，把留学生放在首位，避免了因受经济利益的驱动而影响或损害留学生的利益。

3.营造多元文化校园，培养国际化人才。经济全球化需要大批既熟悉经济运作又了解各国国情、法律、文化以及科技发展水平与动向的、具有国际意识、国际知识和国际交往能力的“国际人”。在这样的背景下，高等教育已不单单是为获得某一狭义的职业而进行的专业训练，而是转向培养面向世界的通用性、复合性人才。高等教育要实现这一目标，除了在课程设置、教学内容上下功夫外，如果能让学生生活在一个多元文化校园里，则必然能收到事半功倍的效果。

学校应经常举办有益于身心健康的文体活动和心理咨询校园文化活动。在丰富留学生学习生活的前提下，让他

们在参加活动中增加语言实习的机会，减少留学生跨文化交际中出现的问题，消除文化误解，加深对中国文化的了解。我校除课堂教学外还积极开展“第二课堂”活动，例如，积极组织留学生参加学校组织举办的各种文体活动，学习气功、太极拳，参观名胜古迹，进行演讲比赛等。这样做既有利于留学生了解中国，学习汉语、学习医学和中国文化，又有利于沟通感情，增进理解。这些活动不仅是课堂教学活动的延伸，而且有着课堂教学不可替代的作用。4.建立一支稳定的、德才兼备的留学生辅导员队伍，是保证留学生素质教育的关键。辅导员是学生素质教育的主导者，因此一支稳定的、专业的辅导员队伍至关重要，他们不仅要熟悉留学生教育的规律特点，而且应具有较强的事业心和责任感。他们的角色是多重的，不仅是老师和管理者，还应当是留学生的朋友甚至是亲人。

在工作中，辅导员要真正了解留学生，和他们建立互相理解和信任的关系。要真正了解他们，不但需要以诚相待，还必须保持经常广泛的接触，做个有心人，随时了解他们的喜怒哀乐。留学生远道来华求学，短时间内很难适应与其本国差异很大的中国文化背景、社会环境、风俗习惯、教育体制等，心理负担较大，情绪容易波动。同时几乎每个留学生平时总要碰到这样或那样的学习和生活上的问题和困难，而一时又不知该怎样解决，情绪就容易低落，这样势必影响学习。这时候留学生辅导员就要及时采取积极疏导的方式，关心他们的学习，缓解他们心中的苦闷，切实帮助他们解决和克服困难，使其树立信心，顺利完成学业。

在经济、文化日益全球化的今天，我国的留学生教育会受到诸多因素的影响，有机遇也有挑战。我们各留学生招生单位都必须针对留学生的特点，遵循其发展规律，全面推进留学生教育质量，使之能够与我国的社会、文化、经济和谐发展，更好地促进高等教育的国际化进程。
